Unhappy with the situation, but unwilling to challenge the managers, Baxter juggles their conflicting demands, while hoping to catch the eye of fetching elevator operator FRAN KUBELIK. Meanwhile Baxter's neighbors assume he is a ''good time Charlie'' who brings home a different drunken woman every night. Baxter accepts their criticism rather than reveal the truth.

I did some superficial digging and saw no indication that it's authorized. I would've copy/pasted the actual breakdown but the guy behind it is really young and I felt bad.

It's also illegal, since it requires you to pay them valuable consideration (your work in their production) in exchange for the random chance to win something of value (paying work). That is, it's gambling. They should just say that they'll pick the two they like best. That wouldn't be gambling, because it would be based merit (supposedly) rather than chance.
