I saw one breakdown today where all of the roles said STAR NAMES ONLY, and another that was looking for celebrities to appear for charity. Assuming that such people would all have agents, why would these breakdowns be on Actors Access?

I saw that one too, they want star names only - but they only wanted to pay for logistics...

They submit one breakdown to Breakdowns Services and then they check the box "yes" release to Actors Access, but they don't re-write the breakdown, so it's just double posted. You'll notice when a legit Network/Cable union project posts to AA, often times it will say "30 Rock - AA Release" meaning the CD rewrote the breakdown specifically for AA. I love when $100/day projects with no name producers, writers, etc post Star Names Only. I bet agents get a nice chuckle when they see that. Everyone wants Star Names Only, but very few actually ever get them.

I see that quite often actually, I think maybe they aim high, and hope they get someone, and I'm sure plenty of other people submit anyway. If I fit the role,I submit, and I don't think I'm exactly a "star name."

It doesn't make sense to me. Putting "star names only" isn't going to affect whether stars submit, and in any case there are (presumably) no stars submitting from Actors Access. I don't know why they would check the "open to Actors Access" box if they only want star submissions. Unless they later decided to open it up and just didn't edit the breakdown, as was mentioned above.
