So there was this breakdown that was posted on ACtors Access on May 14th, the starting date is August 1st. Can I/should I submit to that?

Films often cast well before they start filming. The casting process alone can take a lot of time if it's a big project.

I would submit without giving it a second thought.

Maybe the OP would be "able" to submit but that would be just silly. The breakdown was beyooooond stale.
