I don't think there are any classes specifically for improv.. There are classes that do incorporate improv though like Scott Rogers Studios and at the University of Hawaii programs. GOOD commercial classes are definitely lacking as well. Scott Rogers Studios does an 4-5 week commercial intensive a few times a year. Of course there are the CD's who do their Commercial "class" every so often as well but not on a consistent basis.

In Hawaii (island of OAHU), there's not really a tier system like in L.A, in my opinion. It's such a small community in comparison to L.A that agencies DON'T have that much more pull than others because everyone (CD's) knows everyone (Agents, etc.).
However, I would say that ADR Agency, Kathy Muller, and Premier would be best for kids. The thing that ADR does better than the others is promotion via social media from what I see.
For what it's worth, if your child is also an aspiring model, ADR's head agent, Ryan Brown, is also the head of Wilhelmina Hawaii, affiliate of Wilhelmina International.
Unfortunately, I'm not sure whether or not one is better than the other in regards to singing. In the past year or so I've only seen 1 casting, commercial, looking for a singer,
