I read that some people bring their kids to LA for a short period of time and go to "auditions"; are those auditions obtained through self submissions during their stay?

No,not through self submissions. Prevailing wisdom is DO NOT waste the time and money going to LA unless you already have an agent there. The agent gets you auditions.

It is a common misconception that parents bring their kids to LA and just start auditioning. It takes time, acting experience and planning. Part of the planning is getting an agent who will submit the child for auditions that are not listed publically on the casting sites. And even then, it is up to the casting director to call the child in, so there are never any guarantees your child will be called in at all. For serious actors, it takes time to develop a long term plan and commitment to the business.

Yes, definitely make sure you have legitimate reason/s to go before investing the time and money.

To answer your original question, yes you can self submit, but there is a lot more to it than just submitting in CA. It is important to be prepared and have at least the important paperwork out of the way, that being a CA entertainment work permit and a Coogan account set up. A passport for both child and at least one parent is also recommended. Here is a thread that will give you all the basic info, including reputable sites you can submit through. Please read through it and also read the additional posts that include updates to the original. Lots of helpful and experienced parents contributed to that thread.
