Can someone explain the difference between a model permit and a child performer permit? (in NY) Are they the same thing? Thanks

You don't need a permit for modeling (in NY) as far as I know. My DD modeled for years and never needed one or was asked for one. You also don't need the Coogan account for Print work.
The Child performer permit is for acting and that you DO need.

Some companies do require the model permit (I know Gap used to, don't know if they still do). They are two different things.

To get the modeling permit in NYC, you have to have Birth Certificate, Social Security card, and a note from the doctor stating that the child can do modeling work w/o restrictions and is healthy enough to model. There is no cost for the permit and it's good for one year.
You can get it in person at 2 Chambers Street, New York, NY between 9a-4p.

A model permit is good to have. Our agent did ask us to get one but, FYI, no client has ever asked us for one.

One more note: Children over 12 have to appear in person to get a model permit. Everyone else can do it thru the mail and it takes less than 10 days turnaround.

I'm getting one for my daughter now but, like you, we've never been asked for one on any of the jobs she's done.

If your child is over 12, she/he has to apply in person. I live outside the city (in Westchester) and when I called the Chambers Street phone number, they told me I had to bring my daughter to them. That didn't make sense to me and I eventually found out that I could get the model permit from the office in our local high school which was much more convenient than going into the city.
