There are also some freeware and shareware web design programs out there that have pre-made templates you can use, but they're pretty limited in what you can do with them. The two I've tried are Serif WebPlus and EwiSoft Web Builder. Both are just okay, I think.
I think Yahoo also has some web design tools that you can access for free... my site is hosted by them, so I get certain tools included with my domain name and hosting, but I think they also have some free stuff. Worth a look, anyway.
