Does anyone know if agents/ agencies sign talent that is not union ?? and if it is common for agencies to take a headshot of you right there and ask for a fee for this process ?? Thank you Arti

Agencies do sign non-union talent-usually for commercial departments. Usually, though, it is the lower-tier agents. Most want SAG actors because it is easier to get them in for auditions, since CDs don't have to taft-hartley them.
As for the second question-heck no. Some shady agents have kickback deals with photographers they insist their clients go to. But it would never be done at the agency itself. Come on! If you are being pursued by an agency that would do this, run!
