Since you just finished your freshman year and if you are planning on going back in the fall, an agent wouldn't be of much help if you are away at school. I would wait on the agent, but continue to gain more training and experience to build your resume, so when the time comes to commit to having an agent, you'll have a strong resume. Most agents have little time to deal with actors trying to rearrange their schedule to be able to attend auditions, let alone booking a job and having to decline because of school.
You can still be auditioning for any opportunities you find on your own, including B-way, and possibly work out your schedule if you should book a show. My son has worked with college students who worked in shows in the evenings and went to school during the day, or they were lucky and did shows only during the summer. It can be done.
Getting headshots done is a good idea. They are your calling card. That way, it will show CDs you've taken the time to put a package together and your submissions will look more professional. Headshots are also expected at open calls, so it's best to get them. But, when the time comes for an agent, be ready for the agent to tell you you need new ones done. You may not need to, but be ready just in case they ask.
