Brian O'neils book acting as a business (i htink that's the title) has a great outline of how to go about getting called in for soaps, it even has cover letter examples... maybe it'll help?
Soaps, like most shows, cast via breakdowns and agents....work on building your experience and skill and then focus on landing an agent to help get you in the door. It's great that you have such a specific focus--that will be helpful as you decide on classes/photos/reps. The more specific the goal, the more direct your efforts can be...
I'm trying to get on that path myself -- I've been advised going to casting classes that involve meeting soap opera casting directors to get seen. Also, soap casting directors tend to find their people from magazines (models modeling something) or see a commercial on t.v. and see someone with a look they like, things like that. In Ross Reports, they have a listing for those who cast for soaps in NYC and California, you may want to send a headshot their way. They are into people who have studied acting and are continuing to study and give that information as to where they went and such in their resume.
This is just tidbits I've gotten from going to acting forums where I've met casting directors for local soaps like One Life to Live.
