Funny, I had just shot an Indian fellow who complained of the same thing. Here's my advice. Just go to the cosmetic counter of any large department store and see what they have to offer. Many large pharmaceutical firms are coming out with more effective bleaching creams all the time. If they can't help you, a good dermatologist is the next step. If all else fails, they have full lines of cover-up cosmetics that can offer at least an effective, temporary fix. www.robertkim.com

Eat less sour foods, less fried foods, canned foods, beans, peanuts, salads Get more sleep, improve your health if you're ill Do this: Lie down on a slant board with feet raised for 5-10 mins, soak cotton pads in cold milk, rosewater, fig juice, crushed mint juice, and place over eyes for 5-10 minutes. Apply crushed mints around eyes for 5-10 minutes. Before bed gently massage around eyes for 5-10 minutes. Do daily blinking and palming exercises. Supplements: Take 2-4 gms ashwangandha, shatavari, or ginseng herbal tablets or powder before lunch and dinner This is for permanent fix.

Get an eye cream which consists of vitamin k and retinol. Studies have shown that they significantly reduce puffy dark circles around eyes. Good luck with it!
