Casting directors are paid by the production companies to find appropriate actors--as they say right on their website. If you were really appropriate for a film, would they not cast you if you didn't pay them? I don't think so. Otoh, would they take your money and then never have a role to cast you in? Quite possible.

I auditioned for Wickline Casting through my agent. I didn't have to pay anything- only if I wanted to be in their online database, which I didn't- and they were very nice.
