You'll often hear me comment on the perils of shooting headshots outdoors.
This group of photos is a excellent example of what can happen with natural light if you cannot control it.
The first shot COULD have been the best of the trio, had it simply been in focus. Often outdoor shooters hand-hold the camera, which often causes a lot of good images to be ruined, as in this case. In the instance of the other two, your photographer opted to shoot in full shade without reflectors, which had the combined effect of causing your skin tones to go flat and sallow.
When the photographer can perfectly control sunlight, you can get effective headshots. If not, this is the result. Unfortunately, I'll have to throw my hat in the ring with the other respondents -- you'll eventually have to get these re-done.
On the makeup issue, your eyes are your most expressive feature. When so much is riding on your headshots, it's got to be perfect. Although the makeup was carefully applied, it lacked the depth that could have made your eyes the most outstanding part of your photographs. You may want to research another makeup artist, as well.
