Understanding color is not only essential in photography, but there have been literally hundreds of books dedicated to the subject.
Instead of going into boring theory, this is what I suggest. Blue is an excellent choice. One of the most important aspects of color is SHADE. You are correct in selecting a more muted shade for your headshots. Brilliant shades often take the focus off of you, upstaging you in the process.
Green should also be effective on you, but will tend to bring out those shades in your eyes, as well.
I always use professional makeup artists in all of my sessions. Makeup for photography is completely different from daily wear makeup, and requires a specialized approach and technique. Your photographer should be able to recommend several qualified professionals from which to choose. How much makeup you use is totally dependent on what looks you want to achieve. Are you a fresh-faced ingenue, or a more sophisticated/sexy type? Always let these considerations be your guide.
