for submissions, should cover letters be 8x10 also? or does it not matter..

Always trim your resume to 8X10.

For your cover letter, normal writing paper (8.5x11) is fine.

Doesn't matter.

Only include a cover letter if: a) it's specifically asked for by the person or company you are sending it to; or, b) you REALLY have something to say. If you don't have something specific to say that is not on your resume, don't use a cover letter.
