What are the rules/guidelines on hair slightly falling over parts of your face in a headshot? i.e. fringe slightly covering half of one eye..

Hair worn slightly down is not a problem, AS LONG AS IT DOESN'T COVER THE EYES (See: "RK on retouching for headshots").

If it's appropriate and tasteful, it's perfectly acceptable.

About hair and headshots. I have kind of wavy/curlyish hair but I usually look better with straight hair. Should I take the pictures with straight hair or more "natural"?

You need headshots that look like you on an everyday/regular basis. If you submit with straight hair, will you be able to quickly straighten your hair for the audition? If yes, then have that look in your arsenal.

So it would be okay to have some pictures with straight hair and some with more natural? Straighting my hair is not very hard.

If I was doing a session with two looks would the photographer let me do the first look without straight and the second with?

If it doesn't take too much time to straighten your hair and the photographer doesn't mind, I say do it. I recently shot a client who came in specifically to have headshots after she flat ironed her hair. Her agents fell in love with the new shots because they felt she was suddenly more marketable. You just never know - a subtle change or taking time to straighten hair may unlock more possibilities for you. Good luck!
