I'm new to this and still alittle unsure of how this all works. But, a few times I have found that other girls have had auditions that my DD was not given the oppurtunity to attend. And I noticed another agency had booked out over 20 babies for one of these same auditions that our agency did not send us to. I'm not sure what to think.

There is usually a reason for not getting sent out... could be your child did not qualify due to hair color, height, etc., or maybe the client requested to see only certain children. Sometimes a client will work with only one agency for a shoot, so the other agency booked 20 babies but perhaps your agency was not even contacted about that shoot. It doesn't hurt to ask your agent (in a nice way LOL). Usually there is a reason, and you have to trust that your agent not overlooking your child. But it doesn't hurt to send them updated photos or a quick email to remind them you are eager to get your child out there.
