When I signed no one discussed VO but their VO departments both called today wanting updated info so they can start sending my kid on VO auditions..
Many actors, who make a living out of doing voiceovers, are just with one agent -- a voiceover agent. But the answer to your question is that for most agencies, the agency contract has to stipulate that the client is represented for voiceovers (or not). Read your contracts. If no one discussed VO, then you need to see if one (or the other) of your contracts already has a VO provision, or if you need to talk to them about including one. (Hopefully you didn't sign a contract that already gives BOTH agencies jurisdiction over VO work.) They MAY have provisions that dictate that COMMERCIAL VO work is under the the jurisdiction of the Commercial agency, and THEATRICAL VO work is in the hands of the TV/Film agent.
