Now that SAG has changed their rules and allows SAG Eligible actors to work there second union job without having actually paid or joined SAG officially (they have 30 days) is there still a stigma on being SAG Eligible with TV casting directors. Are they now more open to seeing SAG eligible actors in TV?

There was never really a stigma attached to SAG-Eligible actors. It was more of a concern that the actor wouldn't be able to pay their dues on time.

So no - there's no problem with being SAG eligible, not with casting directors and definitely not with agents.
