do you want the networks to produce your pilot or do you want to do it yourself ? Do you want to be the producer or the writer or what ?
anyway, If you mean you want to produce it yourself you better have VERY Deep pockets, these things arent cheap if you are going to make a good quality half hour show.
On a budget, I would suggest you get involved in school's film depts, students get use of all equipment necessary to shoot, and edit. you might find volunetters to act with you.
another route is to see if your local cable access have a production facitlity, most are no-charge.
If you have deep pockets, I would go to a production house, most have everything you need to make a pilot from producers and directors to actors and casting and in house editing and such..
but after you are done, and you have your half hour "pilot" on DVD, what do you do with it ?
